Article 20 of the Regulations on School Health Work (approved by the State Council on April 25, 1990 and promulgated by Decree No. 10 of the State Education Commission and Decree No. 1 of the Ministry of Health on June 4, 1990) stipulates that ordinary institutions of higher learning shall establish school hospitals or health departments. School hospitals shall set up health care departments (rooms) to be responsible for the health care of teachers and students. Urban ordinary primary and secondary schools,
Rural central primary schools and ordinary middle schools have clinics, with full-time health technicians assigned in a ratio of 600 to 1 in the number of students. Secondary specialized schools, technical schools, agricultural middle schools, and vocational middle schools may be equipped with full-time health technicians as needed. Schools with less than 600 students may be assigned full-time or part-time health teachers to carry out school health work.
The "National Basic Standards for the Trial Implementation of Physical Education and Health Conditions in Schools" (Jiao Ti Yi [2008] No. 5, issued by the Ministry of Education, the Ministry of Health and the Ministry of Finance on June 9, 2008) stipulates the basic standards for the construction of health (health) rooms in primary and secondary schools:
(1) The setting of health (health care) rooms
1. The health room refers to the school health institution that has obtained the "Medical Institution Practice License", which undertakes school preventive health care, health education, prevention and control of common diseases and infectious diseases, daily inspection of school health, and provides necessary medical services for teachers and students.
2. The health room refers to the school health institution that has not obtained the "Medical Institution Practice License", and carries out school preventive health care, health education, prevention and control of common diseases and infectious diseases, and daily school health inspection under the guidance of health professionals.
3. Boarding schools must have a health room, and non-boarding schools may set up a health room or health room depending on the size of the school.
(2) Requirements for the staffing of health (health care) rooms
1. Boarding schools or non-boarding schools with more than 600 students shall be staffed with health professionals and technicians. Health professional and technical personnel shall hold a health professional qualification certificate.
2. Non-boarding schools with less than 600 students should be staffed with health teachers or health professional technicians. Health teachers are currently qualified teachers.
3. Health professional and technical personnel and health teachers should receive training in school health professional knowledge and first aid skills, and obtain the corresponding certificates.
(3) Health care room facilities and equipment
1. Sanitary room.
(1) The construction area of the health room should be greater than 40 square meters, and there should be functional partitions to meet the needs of school health work.
(2) The health room should be equipped with the following basic equipment: eye chart light box, lever weight scale, height height meter, desk and chair measuring ruler, blood pressure meter, stethoscope, thermometer, first aid kit, tongue depressor, examination bed, examination table, examination stool, syringe, dressing cylinder, square plate, tweezers, tourniquet, medicine cabinet, dirt bucket, ultraviolet lamp, autoclave, etc.
2. Health room.
(1) The construction area of the health room should be greater than 15 square meters, and there should be functional partitions to meet the needs of school health work.
(2) The health room should be equipped with the following basic equipment: eye chart light box, lever weight scale, height height meter, desk and chair measuring ruler, blood pressure monitor, stethoscope, thermometer, first aid kit, tongue depressor, observation bed, examination table, examination stool, tourniquet, dirt bucket, etc.
The Basic Standards for Medical Institutions (for Trial Implementation) (Wei Yi Fa (1994) No. 30) stipulates that the basic standards for primary and secondary health care centers:
1. At least there are consultation rooms (physical examination rooms), laboratories, X-ray rooms, and disinfection supply rooms.
2. Personnel: The staffing of primary and secondary school health care centers shall not be less than 3/10,000 of the number of students, of which no less than 80% shall be health professionals, and shall have personnel specializing in internal, external, pediatric, facial features, statistics, etc. Health technical professionals with intermediate titles or above shall not be less than 20% of the staff.
3. Housing:
(1) The building area of the house shall not be less than 15 square meters per professional;
(2) Each room must be independent.
4. Equipment:
